Balwinder Kaur Killed in Yuba City Pedestrian Accident

The 69-year-old woman was struck by an SUV and thrown 50 feet into a ditch Monday night.
Balwinder Kaur, 69, of Yuba City, was killed in a pedestrian crash on North Colusa Frontage Road on May 18, according to the Yuba City Police Department.
Officers arriving at the 2600 block found the victim unresponsive in a nearby ditch after being thrown approximately 50 feet by the impact. A walker was recovered at the scene. Paramedics initiated life-saving measures, including CPR, before transporting Kaur to a local hospital. She was later pronounced dead.
The driver of the SUV remained at the crash site. No charges have been filed. The crash remains under investigation by local authorities, who are interviewing the motorist.
The crash adds to the 1,106 pedestrian deaths recorded statewide in recent annual data from UC Berkeley's SafeTREC. Police are asking anyone who witnessed the collision to contact their office at (530) 822-4660.
How do weather conditions impact pedestrian safety on North Colusa Frontage Road?
While the exact circumstances of the collision are still being reviewed, investigators often examine environmental factors such as visibility and weather when a pedestrian is struck at night. Poor weather conditions can severely reduce a driver's reaction time, especially when encountering vulnerable road users utilizing mobility aids like walkers.
In pedestrian accidents such as this, traffic safety analysts note that environmental challenges frequently compound existing infrastructure risks.
Candice Bond, managing partner at Bond Legal, who is also a national legal analyst for Accident News, said, "Fatal pedestrian crashes often happen in poorly lit areas where drivers struggle to see clearly. The danger grows near intersections or crosswalks when drivers fail to pay attention, leaving pedestrians exposed to serious risks."
What role does vehicle speed play when a pedestrian is thrown 50 feet?
The physical evidence at the scene, including the distance the victim was thrown, will be a critical component of the reconstruction effort. Investigators will analyze the SUV's speed, braking patterns, and the driver's visibility at 9:23 p.m. to determine how the impact occurred.
According to Stefano Formica, a national legal analyst for Accident News and of counsel at Bond Legal, "We understand just what families are forced to go through, and having their rights protected is vital. A wrongful death lawyer will stay updated on the official investigation and help protect their legal rights and best interests."
Families navigating the sudden loss of a loved one often face a complex path to understanding the full scope of liability. Independent investigations are frequently necessary to secure event data recorders, review local surveillance footage, and assess whether the driver failed to adjust their speed for the conditions present that evening.
California wrongful death statute
Under Cal. Code Civ. Proc. § 377.60, surviving family members may file a wrongful death action. California applies pure comparative fault. The statute of limitations is 2 years from the date of death.
Recoverable damages may include loss of financial support, loss of companionship, funeral expenses, and the decedent's pre-death pain and suffering.
