A 53-year-old Long Beach woman was killed in a car accident on Pacific Coast Highway south of Warner Avenue in Huntington Beach, California, on April 15, according to the Huntington Beach Police Department.‌‌‍‌‌‍‌‌‌‌‍‌‍‌‍‌‌‌‌‌‍‌‌‍‌‌‍‌‌‍‌‌‌‌‍‌‍‌‍‌‌‌‌‌‍‌‌‍

Lukas McArgue, 23, faces felony charges of gross vehicular manslaughter while intoxicated and DUI causing bodily injury. Officers took him into custody at the scene without incident.

The northbound white BMW 328i driven by the suspect rear-ended a silver Kia Soul traveling in the same direction at approximately 10:40 p.m. The impact pushed the Kia off the road, leaving it upside down and partially submerged in the adjacent wetlands.

Fire department lifeguards and police extracted the driver from the submerged SUV. Paramedics took her to a local hospital, where she died.

The department's Multidisciplinary Accident Investigation Team is handling the case. Investigators are asking witnesses to come forward as they determine whether the collision or drowning caused the death.

The tragic loss of a loved one to a suspected impaired driver leaves families grappling with sudden grief and seeking accountability. While the criminal justice system addresses the felony charges against the suspect, independent investigations often run parallel to uncover the full scope of liability. National LNational Legal Analyst Candice Bond, Managing Partner at Bond Legal, noted that "The loss of a life in a crash is a heavy burden that affects entire neighborhoods for a very long time. Left-turn accidents at intersections are particularly deadly because drivers don't always check the crosswalk for walkers."

According to the California Office of Traffic Safety, the state recorded 3,998 fatal crashes in 2024, with impaired driving remaining a leading factor in severe collisions.

What are the legal options for families in DUI crashes?

When a driver faces felony charges such as gross vehicular manslaughter, the victim's family may pursue civil remedies independent of the criminal proceedings. These civil avenues provide a mechanism for families to address the financial and emotional devastation caused by the sudden loss. National LNational Legal Analyst Stefano Formica, Of Bond Legal, noted that "Losing a loved one at an intersection is a devastating shock for any family. Most people don't know that left-turn crashes account for over twenty percent of all fatal crossing accidents."

How do investigators analyze rear-end collisions?

Crash reconstructionists examine vehicle damage, skid marks, and electronic data recorders to determine speed and braking actions prior to impact. In cases where a vehicle is pushed off the road and into a body of water, investigators must also coordinate with medical examiners to establish the precise sequence of events that led to the fatal injuries.

California wrongful death statute

Under Cal. Code Civ. Proc. § 377.60, surviving family members may file a wrongful death action. California applies pure comparative fault. The statute of limitations is 2 years from the date of death.

Recoverable damages may include loss of financial support, loss of companionship, funeral expenses, and the decedent's pre-death pain and suffering.
