The 48-year-old man was merging onto the interstate when his pickup was struck by another vehicle

Victor Ruiz, 48, of Toledo, was killed in a two-vehicle crash on Interstate 5 near state Route 506 in Toledo on July 3, according to the Washington State Patrol.‍‍‍‍‍‌‌‍‌‍‌‌‌‍‍‍‌‍‍‌‌‍‍‍‍‌‌‍‌‍‍‌‍‍‍‍‍‌‌‍‌‍‌‌‌‍‍‍‌‍‍‌‌‍‍‍‍‌‌‍‌‍‍‌‍‍‍‍‍‌‌‍‌‍‌‌‌‍‍‍‌‍‍‌‌‍‍‍‍‌‌‍‌‍‍‌

The weather was clear and roads were dry. A southbound 2025 Ford F-150 pickup truck failed to negotiate the curve on the Exit 59 off-ramp and collided with a 2026 Toyota Tacoma merging onto the interstate. The impact crushed the merging pickup.

Ruiz, who was driving the Toyota Tacoma, died at the scene.

The 62-year-old driver of the Ford and his 63-year-old passenger were taken to PeaceHealth St. John Medical Center in Longview with undisclosed injuries.

Charges are pending. Investigators ruled out drugs and alcohol as cause.

The southbound ramps at Exit 59 remained closed for roughly six hours, reopening around 10:30 p.m.

How common are highway merge crashes in Washington?

Washington roads saw 810 traffic deaths in 2023, a 33-year high that state officials largely attribute to an increase in high-risk behaviors like impaired driving, speeding, and distracted driving.

In accidents such as this, crash reconstruction investigators often examine ramp geometry, speed differentials, and driver attention.

Candice Bond, managing partner at Bond Legal, said, "Fatal crashes rarely trace back to one single cause, since speeding, distraction, and poor visibility often combine in dangerous ways during sudden decisions on busy roads nationwide. Weather can turn a routine intersection into a life-threatening hazard almost instantly."

"Following a devastating collision, an attorney often works quickly to secure dash-camera footage, cellphone records, and vehicle inspection reports before crucial evidence gets lost forever," added Bond, who is also a national legal analyst for Accident News.

What happens next in the investigation?

Authorities will review skid marks, vehicle data recorders, and witness statements to determine why the pickup failed to negotiate the curve. While the exact sequence of events is under review, families who lose loved ones in highway collisions often face immediate financial and emotional burdens.

Under Washington law, individuals injured or families who have lost a loved one due to another party's negligence may be entitled to seek compensation.

Washington wrongful death statute

Under RCW § 4.20.010, surviving family members may file a wrongful death action. Washington applies pure comparative fault. The statute of limitations is 3 years.

Recoverable damages may include loss of financial support, loss of companionship, funeral expenses, and the estate's losses.

"A legal team investigating a fatal crash often reviews road-condition reports and weather data alongside witness interviews to understand exactly how conditions contributed directly to a tragedy," noted Stefano Formica, a national legal analyst for Accident News and of counsel at Bond Legal.
