The westbound cyclist turned north onto the avenue when a southbound driver struck him and fled the scene, investigators determined.

Detectives are searching for the suspect vehicle and working to determine if impairment played a role in the collision.

No arrests have been made.

Authorities asked anyone with information to contact the department at 510-777-8570.

Why do drivers flee the scene in Oakland?

While detectives search for the driver who struck Drawsand, investigators often find that drivers flee collision scenes to conceal other offenses, such as driving under the influence. National Legal Analyst Candice Bond, Managing Partner at Bond Legal, noted that "In hit-and-run accidents involving suspected impairment, forensic teams analyze debris fields and surveillance footage to identify the fleeing vehicle, as intoxicated drivers frequently leave physical evidence behind."

According to the National Highway Traffic Safety Administration, alcohol-impaired driving death account for nearly one-third of all traffic deaths nationwide, and impaired drivers are significantly more likely to flee the scene of a collision.

What legal options exist for hit-and-run victims?

Families of victims killed by unidentified drivers often face immediate financial burdens while waiting for law enforcement to locate the suspect. National Legal Analyst Stefano Formica, Of Counsel at Bond Legal, noted that "When analyzing hit-and-run collisions, we look at uninsured motorist coverage and state victim compensation funds, which can provide crucial support even before the at-fault driver is apprehended."

California wrongful death framework

Under California's wrongful death statute (Cal. Civ. Proc. Code § 377.60), surviving family members may pursue a civil claim against an at-fault party whose negligence caused a fatal collision. The state follows a pure comparative negligence system, meaning compensation can be recovered even if the victim shares partial fault, though damages are reduced by their percentage of responsibility. National Legal Analyst Candice Bond of Bond Legal noted that "In fatal hit-and-run accidents, securing early legal representation ensures that critical evidence is preserved and all avenues for recovery, including uninsured motorist claims, are thoroughly explored."

Eligible survivors can seek compensation for medical expenses incurred prior to death, funeral costs, and the loss of future financial support and companionship. Families generally have two years from the date of the victim's death to file a wrongful death lawsuit in California civil court.
