Deputies arrested a 14-year-old boy and booked him into juvenile hall on suspected hit-and-run and reckless driving charges. Investigators served a search warrant at a nearby home after witnesses reported the rider fled the scene on an off-road electric motorcycle capable of reaching 28 mph.

Paramedics transported the victim to a local hospital with life-threatening injuries. He remains in critical condition.

The collision occurred near El Toro High School just before 4 p.m. The Saddleback Valley Unified School District issued a statement reminding students of e-bike safety guidelines and permitting requirements.

Why did the electric motorcycle rider flee the scene on Toledo Way?

While criminal charges address the 14-year-old's decision to leave the scene, parallel civil investigations focus on how the collision occurred. Investigators will examine the electric motorcycle's speed capabilities and whether the rider yielded appropriately near the high school. "Having the right resources is essential in any pedestrian accident investigation, helping ensure evidence is collected, reviewed and documented properly so investigators can determine whether negligence played a role," said Candice Bond, Managing Partner at Bond Legal.

According to the California Office of Traffic Safety, the state recorded 11,547 non-fatal pedestrian injury accidents in 2024, highlighting the ongoing risks to vulnerable road users.

What are the legal options for Ashman's family?

Families of severely injured pedestrians often face overwhelming medical bills and long-term rehabilitation costs. In cases involving juvenile riders, liability investigations frequently examine the parents' homeowners or umbrella insurance policies under negligent entrustment frameworks. "Victims should seek legal guidance when pursuing a personal injury case, which allows them to handle insurance communications and protect a victim's rights," said Stefano Formica, of Bond Legal"Insurance companies often try to pressure victims to settle for a quick payout for far less than the case is worth. However, an attorney will vigorously advocate for their client as they seek fair compensation and protect their rights."

California personal injury framework

California follows a pure comparative fault system. Injured parties may recover damages reduced by their percentage of fault. The statute of limitations is 2 years from the date of the crash.

Damages include economic losses (medical bills, lost income, rehabilitation) and non-economic losses (pain, suffering, emotional distress).
