Officers responded to the facility at 6220 Progress Parkway at about 12:15 a.m. Thursday after a crash involving a tractor-trailer and a person on foot. Russell was standing at the rear of the parked truck checking paperwork before it left, the report said. He died from his injuries.

What the Safety Investigation Involves

A spokesperson for the Tennessee Occupational Safety and Health Administration said the agency is looking into the death. A TOSHA fatality investigation can take up to six months, and the agency will release its final report to the public once it is done. Police have not announced any charges.

Which agency investigates often depends on where the crash happened. Highway crashes are often handled by state police or highway patrol, and crashes on city streets by local officers.

Lost someone in a crash like this?

Here is what families in Tennessee usually need, in the order it comes up.

  1. Death certificates. The funeral home or the family can order them, and banks and insurers each usually want a copy.

  2. Crash report. The crash report is usually ready a few weeks after the crash, and you can still get it later.

  3. Funeral costs. Every state has a victim fund that pays funeral costs after some crashes, and the fund decides who qualifies.

  4. Survivor payments. If the person who died had worked, their spouse or children may get monthly Social Security payments. Applying early matters.

  5. Insurance offer. You can turn down the insurer's first offer and ask for more.
