Jose Manuel Lopez was arrested and charged with driving while intoxicated after he failed to control the speed of his westbound 2014 Ford F-150 and struck the rear of the bicycle. The Harris County District Attorney’s Office is reviewing the charge for a possible upgrade following the victim's death.

The impact threw Neal into a ditch alongside the road. Paramedics with Harris County Emergency Corps transported him to HCA Houston Healthcare Kingwood, where he died at 4:24 a.m. Saturday.

Deputies noted the pickup driver showed signs of impairment at the scene. The Vehicular Crimes Division continues to investigate the crash.

No further details were immediately released.
