Jerome Turner car accident on Loxahatchee Road, Parkland, Florida

Driver Anthony Davis arrested after fleeing police and crashing into a canal on Loxahatchee Road

Jerome Turner, 32, was killed in a car accident when the vehicle he was riding in plunged into a canal near Nob Hill Road and Loxahatchee Road in Parkland, Broward County, on Friday, April 17, according to the Broward Sheriff's Office.‍‌‌‌‌‌‍‌‌‌‍‍‍‍‌‍‍‍‍‌‌‍‌‌‍‍‍‍‌‍‌‌‌‌‌‍‌‌‌‍‍‍‍‌‍‍‍‍‌‌‍‌‌‍‍‍‍‌

Sunrise police arrested the driver, 26-year-old Anthony Davis of Plantation, shortly after the crash. Investigators said Davis was fleeing officers at excessive speeds in a 2025 BMW X1 when the SUV went into the water near a roundabout and T-intersection.

A pursuing officer initially lost sight of the BMW before returning to find it submerged on the north side of the road. BSO aviation, K-9, drone, and dive teams launched an extensive search when Turner and a 31-year-old passenger could not be located.

Divers recovered the bodies of both men late Friday evening. The BSO Traffic Homicide Unit continues to investigate the crash.

The tragic loss of life in crashes involving fleeing drivers leaves families searching for accountability. While the criminal justice system addresses the driver's actions, civil investigations often run parallel to ensure victims' families understand all causes.

National Legal Analyst Candice Bond, Managing Partner at Bond Legal: "When I hear about high-speed collisions, I think about the heavy grief those families carry. A car's black box captures the five seconds before impact, showing if there wasn't even a tap on the brakes."

How does excessive speed affect crashes on Loxahatchee Road?

According to the National Highway Traffic Safety Administration, speeding is a primary factor in more than 12,000 fatal crashes nationwide annually. In Florida, high-speed collisions frequently result in severe trauma or death, particularly when vehicles leave the road and enter canals.

What role does road design play at the Parkland roundabout?

Investigators will likely examine the geometry of the T-intersection and roundabout where the driver went off the road. Even when excessive speed is the primary factor, infrastructure design can influence how serious a roadway departure becomes.

National Legal Analyst Stefano Formica, Of Bond Legal"Nobody thinks about how a road's curve is slanted until a high-speed crash happens. If the drainage grooves aren't right, they'll pull a car's tires off the pavement in ways that investigators can't ignore."

Passengers injured or killed in a vehicle driven by a fleeing suspect have distinct legal rights, separate from the criminal proceedings against the driver.

Florida wrongful death statute

Under Fla. Stat. § 768.16-768.26, surviving family members may file a wrongful death action. Florida applies modified comparative fault (51% bar). The statute of limitations is 2 years from the date of death.

Recoverable damages may include loss of support and services, loss of companionship, mental pain and suffering of survivors, and medical/funeral expenses.
