Ryan Radabaugh Killed in Fallbrook Pedestrian Accident
The 53-year-old man was struck by a vehicle in the parking lot of a special needs facility
Ryan Radabaugh, 53, was killed in a pedestrian crash in a parking lot in Fallbrook on July 30, according to the California Highway Patrol.
The morning collision occurred on the grounds of a commercial property. A white Honda Odyssey driven by a 23-year-old man rolled over the victim at approximately 5 to 6 mph. The driver remained at the scene. First responders found Radabaugh awake and breathing with head and arm injuries. Paramedics took him to Palomar Medical Center, where he later died.
Investigators identified the victim as an attendee at Stepping Stone Resources, a facility for adults with special needs.
Records from the California Department of Social Services show the agency investigated a July 2025 complaint alleging inadequate supervision at the facility after an attendee was observed lying in the parking lot. That complaint was ruled unsubstantiated.
No criminal charges have been filed. The investigation continues.

Under Cal. Code Civ. Proc. § 377.60, surviving family members may file a wrongful death action. California applies pure comparative fault. The statute of limitations is 2 years from the date of death.
Recoverable damages may include loss of financial support, loss of companionship, funeral expenses, and the decedent's pre-death pain and suffering.
