Bicyclist Killed in Warren Township Crash

Candice BondWilliam Blair, 49, of Leavittsburg, was killed in a bicycle crash on Tod Avenue (OH-45) near Eighth Street Southwest in Warren Township on August 11, according to the Ohio State Highway Patrol.
How the crash happened
Troopers responded to the scene just after 9 p.m. Blair had been traveling northbound on an electronic bicycle when he lost control and fell. The e-bike came to rest in the left lane while Blair landed in the right lane.
A truck struck Blair as he lay in the roadway. The truck driver applied the brakes and was then struck from behind by a second vehicle, which also struck Blair. Blair was pronounced dead at the scene. Alcohol is suspected as a contributing factor related to Blair. The condition of the truck and car drivers was not reported.
Why crashes like this happen
Blair was struck after falling into the path of oncoming traffic on a roadway at night. In an interview with Accident News about bicycle and impaired-driving crashes, Candice Bond, Managing Partner at Bond Legal, said, "An impaired-driving crash tends to follow a recognizable pattern: excessive speed, delayed braking, and reactions that arrive too late to matter. According to IIHS, in 2023, 12,429 people died in alcohol-impaired driving crashes, accounting for nearly one-third of all traffic fatalities. A person lying in a travel lane at night is extraordinarily difficult for an oncoming driver to detect, leaving little margin to stop in time.
What investigators are looking at
The Warren Post of the Ohio State Highway Patrol is investigating the crash. No charges have been announced, and a report has not been made public. The Trumbull County Coroner's Office, the Warren Township Police Department, and Warren Township Fire and EMS all assisted at the scene. Bond also remarked, "Impairment is a legal threshold, so investigators rely on toxicology and blood-alcohol results, field-sobriety records, and the vehicles' speeds at impact to establish whether a person involved crossed it."
