Driver Killed in I‑84 Truck Crash Near North Powder

The driver has been identified as Kevin Wesley Russell, 46, of Leachville, Arkansas, who was struck alongside a disabled semi-truck on the westbound shoulder of Interstate 84.

Kevin Wesley Russell, 46, of Leachville, Arkansas, was killed in a truck crash on Interstate 84 near milepost 278 in Union County, near North Powder, Oregon, on September 28, according to the Oregon State Police.

What Happened on I-84 Near North Powder

At approximately 8:47 a.m., a Freightliner tow truck had stopped on the westbound shoulder to hook up a disabled Peterbilt semi-truck and trailer. Russell was standing outside his disabled vehicle when a westbound Kenworth semi-truck and trailer left the roadway, collided with the disabled semi-truck and trailer, and struck him. Russell was pronounced deceased at the scene. Mark William Galyen, 52, of Baker City, the operator of the Kenworth semi-truck, was transported to an area hospital with minor injuries. The tow truck operator was reportedly not injured. The highway was affected for approximately six hours during the on-scene investigation. Oregon State Police were assisted by the North Powder Rural Fire Protection District and the Oregon Department of Transportation.

What Makes Truck Crashes on Shoulders So Dangerous

A commercial truck had stopped on the westbound shoulder of Interstate 84 when another semi-truck left the roadway. Roadside work zones and highway shoulders expose people on foot to passing commercial traffic moving at highway speeds, with little warning and almost no protection. When a large truck drifts from a travel lane, the weight and momentum of the vehicle leave workers and stopped motorists in an especially vulnerable position.

Where the Oregon State Police Investigation Stands

The crash remains under investigation by the Oregon State Police. No charges have been announced, and officials have not released further details about the circumstances that led the Kenworth semi-truck to leave the roadway.

Bond also added, "Reconstructing a truck crash is partly a legal exercise: investigators pull the driver's hours-of-service logs, the truck's onboard data, and the maintenance records, then measure them against the federal trucking laws that set how long a driver may stay on the road."
