The Early Afternoon Crash on Route 20

Deputies said they responded to the scene at about 1:10 p.m. after a report of a serious collision between a car and a motorcycle. Deputies said the car had stopped on Madison Street and then started across Route 20 when it collided with the westbound motorcycle, and Downen was ejected. The sheriff's office said the motorcyclist suffered serious injuries and was flown by air ambulance to Upstate University Hospital. Downen died of his injuries that evening. The car's driver was not injured, deputies said.

Where the Sheriff's Investigation Stands

Deputies said the highway was shut down for a period while investigators and the sheriff's forensic unit pieced together how the collision happened. Route 20 has since reopened to traffic. The sheriff's office has released the motorcyclist's name. Deputies said the investigation continues, and the sheriff's office does not plan to make more details public.

Investigators write down the weather, lighting and road surface after every serious crash. Recording those details is routine and does not point to any single cause.

Lost someone in a crash like this?

Here is what families in New York usually need, in the order it comes up.

  1. Death certificates. The funeral home or the family can order them, and banks and insurers each usually want a copy.

  2. Crash report. The crash report is usually ready a few weeks after the crash, and you can still get it later.

  3. Funeral costs. Every state has a victim fund that pays funeral costs after some crashes, and the fund decides who qualifies.

  4. Survivor payments. If the person who died had worked, their spouse or children may get monthly Social Security payments. Applying early matters.

  5. Insurance offer. You can turn down the insurer's first offer and ask for more.
