What Happened on OR-11 Near Appleton Road

The crash happened at 5:45 p.m. near milepost 33 in Umatilla County. Oregon State Police said a northbound blue Dodge Dakota struck Freel as she crossed the roadway. State police said she was wearing dark clothing in low-light conditions. Bystanders tried life-saving measures, but Freel was pronounced dead at the scene. Officials said the Dodge's driver, Leslie Franklin King, 89, of Milton-Freewater, and an adult passenger were uninjured.

Where the Oregon State Police Investigation Stands

Traffic on the highway was closed or restricted for about three hours during the crash response and on-scene investigation. Several local agencies assisted state troopers at the scene, including the Oregon Department of Transportation, the Umatilla County Sheriff's Office, the Milton-Freewater Police Department, and the Milton-Freewater Rural Fire Department and EMS. No charges have been announced.

People often hear very little from investigators in the first days after a crash. That quiet is normal while evidence is gathered, and it does not mean the case has stalled.

Lost someone in a crash like this?

Here is what families in Oregon usually need, in the order it comes up.

  1. Death certificates. The funeral home or the family can order them, and banks and insurers each usually want a copy.

  2. Crash report. The crash report is usually ready a few weeks after the crash, and you can still get it later.

  3. Funeral costs. Every state has a victim fund that pays funeral costs after some crashes, and the fund decides who qualifies.

  4. Survivor payments. If the person who died had worked, their spouse or children may get monthly Social Security payments. Applying early matters.

  5. Insurance offer. You can turn down the insurer's first offer and ask for more.
